Proposed changes may effect Water Conservation Orders

I heard on the morning report that there are changes afoot for water conservation orders with proposals to change how water is managed. Fish and Game have picked up that local and regional councils will be able to get around Water Conservation Orders. Here are the relevant links and information about the reforms.
